Because in general, everyone is stereotyped by everyone else. The Brits stereotype the French and Germans, the French stereotype the Belgians and the Brits, the Brits stereotype themselves (Scotland, England, Wales, Northern Ireland, etc.). People stereotype each other. It's just something we do.

Ethnic stereotypes were common. The Germans, Czechs, Greeks Russians and the Irish were viewed as the tools of the saloon and the brewers. Saloons and foreigners went hand-in-hand in this stereotype at the time. African Americans were also portrayed as drinkers. :)

German children rarely grow up speaking English at home unless one or both parents are native speakers. Germans do not begin learning English until the 5th grade. Some of them may choose not to learn English at all. Some Germans cannot speak English because they do not learn how to speak it.
