If your birds eyes are watering visibly, it needs to see a veterinarian. This is not normal.

Birds cannot cry, they scream for help by squawking loudly.

Eagles & cormorants have tear ducts, so, yes. I have seen a horse fly, a barn dance & have heard the cry of the hawk. There also Mexican walking fish and even walking trees (Mangroves) in this wonderful world.

I've recently gotten a baby lovebird. He wasn't hand trained before we got him, so he's weary of our hands. We've been working with him daily, and he's getting more used to having us around, and doesn't like being alone. We're waiting on another female lovie, who will arrive next week for much needed company. We've had to leave him for the past few days, during the afternoons. Today I came home this evening, and found him in his cage. He was in the corner, and when I approached him looking decidedly gloomy, began making faint wining noises. It was surprisingly similar to crying. This is my own assumption. His respiration is fine. He cheered up after a flight, some treats and lots of love talk later.

Anyone else experience this?
