On a European model yes since it has a headlight relay that automatically turns the low beam light on when you turn the key to on or start. A U.S model might not have this since its i required by law to have daylight runninglights in most European countries. Not to be confused with the new LED:s on a 2008 and newer Audi.

No, it's not normal. Some 2003 Vibe's have automatic headlights triggered by a light sensor. If you leave the headlight switch in the middle setting between "on" and "off" they will come on by themselves when it's dark. If you turn them off the daytime running lights will still come on and the high beams will still work but the headlights won't come on automatically at night.
