All Navy and Marine Corps Commissioned Officers are allowed to wear swords with a ceremonial uniform. It makes no difference of whether or not they're a Navy SEAL or not.
If you're talking about combat swords, SEAL personal weapons are the individual operator's choice, though swords are a bit clumsy for today's combat techniques. A small knife can do the job a lot better and with less noise.
A sword is not carried in a combat situation because it is impractical, however military personnel may carry sabers for ceremonial purposes (Changing of command, funerals, weddings, etc.)
