The designated date when the Vice President calls a special joint session of Congress to count the electoral votes is January 6, three days after the beginning of the new Congressional session. Although everyone knows in November what the outcome of the elections will be, as long as all of the electors vote as expected, i.e. all of the electors vote as they had pledged to vote, I imagine that each step in the process would be executed at its proper time anyway, meaning that the newly elected House would elect the President and the Senate with its newly elected members would elect the Vice President.
