If they do say bad things, usually those people are sent to "black jails", which can be a hotel room with a guard outside the door. The people are not allowed to leave and their family does not know what happened to those people. The hotel owners receive money from the local government for having these black jails.

Many people in Beijing had their houses razed so the Olympic Village could be built. Hardly anyone went to the special areas to complain, and some of those that did complain were treated very harshly by the government.
The Communist government in China is concerned with controlling its citizens. The government knows that its citizens will not rise up in anger if the economy always moves forward and the lives of Chinese citizens are yearly improved.
So, the Chinese government is very corrupt, from the top to the local level. But most citizens know they cannot voice their true opinions. The government controls what the citizens can see and hear on the TV and radio and the internet.
