No. Not all Chinese agree with the Chinese Communist government. But they cannot vote and cannot say bad things about the government. If they do say bad things, usually those people are sent to "black jails", which can be a hotel room with a guard outside the door. The people are not allowed to leave and their family does not know what happened to those people. The hotel owners receive money from the local government for having these black jails.
In 1989, students in Tiananmen Square protested against the Communist government. The protests lasted several days. The students wanted a democratic form of government. The Communist government sent in the troops and tanks. Machine guns were pointed into the crowd of students. Many Chinese citizens were shot, and some killed, by their own military. There is one iconic picture of an unknown man standing in front of a tank, daring the tank to move forward.
The Chinese government is very corrupt, especially at the local level. Search online for a man named Qian Yunhui. He was probably killed by the local government because he spoke out about the corruption.
During the Olympics in Beijing, in 2008, a special area was set aside for Chinese citizens to voice their complaints. Many people in Beijing had their houses razed so the Olympic Village could be built. Hardly anyone went to the special areas to complain, and some of those that did complain were treated very harshly by the government.
The Communist government in China is concerned with controlling its citizens. The government knows that its citizens will not rise up in anger if the economy always moves forward and the lives of Chinese citizens are yearly improved.
So, the Chinese government is very corrupt, from the top to the local level. But most citizens know they cannot voice their true opinions. The government controls what the citizens can see and hear on the TV and radio and the internet.
