From what I understand, power steering in cars (vehicles) is simply to make steering the car easier. If it were not for power steering, you would have to use a lot more muscle to turn the steering wheel than you use when you have that power steering in place!
the steering wheel wont make the front wheels make noise as there is no generating source from the steering wheel. it will be the other way around.
What make the steering wheel shake is the tires that need wheel balance.
Because cars created with the ignition on the right side of the steering wheel universally, there yet no cars built specifically for left handed drivers.
If you have to ask how to do it, then you are unqualified to do so. 4-wheel steering systems are very complex in their design and operation, and require extensive Engineering to make them operate properly and safely.
jiggle the steering wheel there is probably tension on it to make it hard to unlock
Very few aftermarket ones will, Sony used to make a model that would in the 1990's but it may not be available anymore. Only factory stereos from cars with steering wheel controls have the plug on the back to accept the wiring from the steering wheel controls.
Check the fluid in the power steering. If it is low the car will make noise when you turn the wheel.
Power steering or wheel bearing?
Steering wheel noises can be caused by low power steering fluid. A loose or worn belt or suspension problems can also cause a steering wheel to make noises when turned.

check your power steering fluid
