You'd probably need to ask a Pennsylvania lawyer to get a definitive answer, but I'd be somewhat surprised if they did "have to answer". At the very least, they'd be protected from having to answer some questions by the Fifth Amendment to the US Constitution, which trumps any podunk Pennsylvania or local laws.
