Yes. you should not leave room temperature or warmer food out for more than four hours, because then the bacteria will multiply 20 times a minute.

no it just makes it die it grows in cold temperature

Yes, some bacteria can grow in warm water. Some bacteria don't need very much food at all to survive and the trace minerals in the water can provide them with enough to grow. No bacteria can use just chemically pure water to make energy they need the water to contain small amounts of impurities. Tap water and bottled water are perfect as they contain plenty of minerals. The bacteria can even evade the chlorine in tap water by coating themselves in slime and forming a biofilm on a hard surface like the pipes or the container the water is in. Some bacteria can grow even in very hot water (Thermophilus aquaticus). Legionella pneumophila, a disease causing(pathogenic) bacteria thrives in warm water.
