There is no "best" person for answering questions, because some users are good at answering questions in one category, but not in another. Though, the amount of trust points a user has earned gives you an intimation as to whether their answer is trustworthy or not.

You don't lose any points for not answering a multiple guess question. You do lose points if you guess incorrectly. On free response questions you are advised to answer whether you know you are right or not, they don't take points away if those are wrong.
