It depends on the fair. Some county fairs are also 4-H fairs and others are for open class. If you aren't already a 4-H member, please consider joining as it's a very worthwhile organization.
Generally, a non 4-H member can "Open-exhibit" in the County fair. Anyone living the county who is not a junior exhibitor should be eligible to enter in the Open Class.
