Yes. In fact, to get ANY legendaries, you must first beat the elite four. Once you've beaten them for the first time, however, you may then catch Rayquaza, Kyogre, Groudon, Regice, Registeel, Regirock and your choice of Latias or Latios, as well as many other priviledges that come only to those who have finished the elite four, such as the Battle Frontier.
