Yes. Read the front of it. The reason being is because of the front crankshaft seal in the front of the cover can NOT be bought by it's self. The only way to get that seal is to buy the cover.
There is a plastic cover in the front wheelwell that gives access to the headlamps
The oil pump is ran off the crank and is in the timing cover which requires removing the valve cover and timing cover. Not recommended for the novice mechanic.

The timing belt on the b6 & k8 motors should be changed every 60-80k miles depending on the wear of the belt. You can check the wear yourself by removing the valve cover on the b6 model where as the k8 is somewhat more difficult and will require removing the timing cover. If there are any nicks, frays, or cracks the belt should be replaced.
To do the job properly, yes. But with experience and a few tricks it can be done without removing the pan.

Remove the valve cover
you have to remove the valve cover , the oil pan and the front timing cover. Then line up all the timing marks and remove the tensioners and guides then remove the cam gears and the chain
yes they do have a timing belt . u can check this by removing the cover on the end of the engine,hope this helps
