If it ran before, and won't know then the filter is not installed properly, or something else has been knocked loose.
if you cant fill the filter with fuel before installing it you may be able to crack your inctor lines just enough to allow a small amount of fuel to be released while you have someone crank the engine. do each cylinder one at a time. be sure to tighten each line after you get a little fuel out of it. that would be the only way i know. i am a heavy equipment mechanic and that's how we have to do them.

did you check the direction of the fuel filter before installing?
on most fuel filters , there is a arrow, when installing the fuel filter, always make sure the arrow is pointing towards carburetor, or towards the front of the engine.
The best way is to remove the fuel filter and fill it with fuel.
Could the new fuel filter be installed backwards, therefore shutting off the fuel supply?
