The only times a vehicle of that weight doesn't need a CDL is when the following conditions are met:

  • It's a registered recreational vehicle, and is not being operated on a for-hire basis
  • It's a registered farm vehicle, being operated on a not for-hire basis within 150 miles of the farm, and being operated by the farmer, members of their immediate family, or direct employees of the farmer
  • It's a military vehicle being operated by military personnel in the course of their duties
  • It's a firefighting or first response vehicle being operated by first responders in the course of their duties

Keeping in mind that it must be registered as such BEFOREHAND, you're only exempt from needing a CDL under those conditions. Otherwise, you need a CDL.
