No. This was a rumour from 2010. AOL announced that it was looking for a new buyer for Bebo, it never said Bebo was being deleted. AOL sold Bebo to Criterion Capital.

The AOL member directory does not exist any more. It has been discontinued for over 3 years now. An alternative is to go through "bebo", log in with an AOL account and the part where it says "you have XX friends" click on "find more friends" and one can search email address through there.
