I think that would depend on the club. I didn't, but I did have to pay for a formal part-lease on one of my barn owner's horses in order to show. A lot of people in my club did the same thing.
Yes there is a 4h program for horses
I think that the 4h you saw or see is a measurement for a horse's/pony's height. 4h means 4 hands. A hand whenassociated with a horse is the breadth of the human hand, now standardized at 4 inches.
