Your "BMR" is a caloric measurement that determines how many calories you need in a given day to "maintain" your current weight. You can increase calories to gain weight or reduce calories to lose. Yes, but I would not recommend it -- your BMR is literally how many calories you need to sustain your bodily functions if you're comatose. A better rule of thumb is to eat 20% less than your maintenance intake, or the intake you need to sustain your current weight. This is a combination of your BMR and activity level.
