You will have to surrender your NY license. Present your NY license to any SC DMV office and apply for a SC license. You should not have to go through any written or road test, but will have to pass an eye test.

State laws may vary, but in Kentucky if you lost or allowed a drivers license from another state to expire, you have to take the written test and the eye exam to get a license in Kentucky. You also have to provide proof of identity, such as your social security card, and have a document from the state where your license was issued. Also, if your Kentucky drivers license expires even for one day, you have to retake the written test again.

I'm not sure what state or even what country you are in, but, in most areas, DMV eye tests only require you to have 20/40 vision and you look in the machine with both eyes, so, as long as one eye can see 20/40, you should be able to pass. Even if you don't pass, I don't think they are going to confiscate your license, the machines at DMV are out of calibration or busted half the time, I think they just tell you to go get an eye exam. If you live somewhere where they let you renew you licence by mail, your optometrist can fill out a form that states you are able to pass the test (which you send in with you licence renewal). Even if you were totaly blind in one eye, you can still get a license in most areas, I knew a lady with only one eye and she had a license.

If your license has been suspended/expired for longer than 1 year, you will need to re-take the written portion of the driver's test and the eye exam. Driving without a license is a serious offense and punishable by fine or even possibly imprisonment.
