A company in Germany could easily contract to sell your debt to an American collection agency. Establishing validity would be delicate, but if the amount owed was large enough, they might go to the trouble.

There is a lack of information here that makes a definitive answer difficult. Is it a government agency in Germany? A large corporation? A bar bill in Pottsdam? An ex-military roommate still living there?

And how much? $500 or less? Over $5,000?

The only advice I can give - based on all that - is that you should pay any debt you incurred, and not rely on distance. Distance may not matter any more.
