Did you prime the fuel system after changing it?
Depends on which Cummins engine you have. On the ISL, ISM, and ISX engines found on medium and heavy duty trucks, there are two suspended canister filters on the left side of the engine... keeping the key in the off position, you rotate them counterclockwise with a #2 filter wrench, fill them up with diesel fuel, then you thread them back on, hand tightening them then giving them a 1/4 turn with a filter wrench. Make sure you put some diesel fuel on the seal before you put them on. Cycle the key on and off to let the electric fuel pump prime the system a couple times before you start it back up.
Push the yellow lever to the left to drain the fuel from the filter housing and then push it back to the original position. Unscrew the lid of the filter housing and pull out the filter (it is attached to the lid) Remove the filter from the lid by pulling it off. Remove the o-ring from the lid Reattach the new filter and o-ring to the lid Place the new filter and lid back into the housing and hand tighten. Before you start the truck: Cycle the key to the on position (do not start the truck) and wait until you hear the fuel pump stop, do this 3 or 4 times to prime the fuel system. Now you are ready to start the truck!
On the left side of the motor there is your fuel pump on the side of it you will find a primer lever pump it up and down until it starts to get tight to prime the fuel system, you need to remove the fuel filter. make sure it is clean then fill the filter with clean diesel,and reinstall filter. this should be all you need to prime the system. you did not say what cummins engine you have,or whether it is a commercial or small truck engine. sometimes if there is air in the system after priming the filter, you may need to bleed the system to do this you need a proper sized wrench to crack open the fuel line for the #1 injector. after cracking this open just enuff for it to leak diesel, turn engine over to start engine. if air is in the system, the engine will run ruff and under powered. once engine is running, watch for diesel to squirt out of opened line,and listen for engine to start to run more smooth once engine reaches this point,retighten fuel line so it no longer leaks. the engine will then purge any orher air in the system and will run smooth and properly. if after you get it running right, annd shut engine down,the engine needs this procedure done again, then you need to look for a hole or leak in the fuel lines. usually the first place to look is where fuel filter is seated on filter mount. often the rubber gasket on filter needs replacement
Drain out all of the gas, change fuel filter, add diesel, prime system, cross fingers, start, and hope for no other problems
The question is WHICH Cummins engine? Either there'll be a hand pump on the left hand side of the engine, which you'll have to unscrew and pump manually, or it'll do it electronically... if you put on dry fuel filters, you might have to turn the ignition switch on, let it prime for a couple minutes, and repeat that process a couple times.
It is not necessary to prime the fuel filter.
If you're trying to change the fuel filter, if that's why you're asking remove the gas cap then you're good to go. Then once you replace the filter put the cap back on then prime the system by turning the key to the on position, then off 3 times then start and check for leaks

when you changed the filter did you prime the fuel system ? this is usually done on the top of where the filter screws on !
