According to a deputy that I asked, in OR if you hit a cat it is considered as a rodent and does not have to be moved to the side of the road. If you hit a dog, you do have to move it to the side of the road and you need to contact your local law enforcement. They in turn call someone to pick it up after they go to the site to verify the call.

Sadly in the UK, the law does not enforce drivers to stop if they hit a cat. If a driver hits a dog, then they are legally required to report the incident, but not so for a cat.
if the cat is alive take it to the vet. and if not there is nothing you can do but bury the cat

I presume you mean '30 mph'. That depends on the angle at which the car hits the cat. Some cats might survive such a collision.

You should stop irregardless: you just hit a poor innocent animal with your car!! Stop and render whatever aid you can. Call a vet, or take the dog to one yourself. Have you no conscience at all?
I don't think that there is much you could do about that.... maybe you could try putting your car in a different place. your cat probably just thinks it is a comfortable surface.
Cat's are nocturnal creatures, therefore drivers that drive at night may not be able to clearly see the cat, which means the cats get hit or caught in the car headlights.
