No you can use the white base without adding any color if you want
It means, you can add pigments to it to change the hue a bit. Of course you can do this with any paint, as long as the pigment paste has the right kind of binding fluid (waterbased paint can only be tinted with waterbased pigment or coloring fluid). It can also mean, that there's a specific product (pigment paste) available that' suitable to add to this kind of paint.
Almost all paint stores will tint their paint free of charge.

I'm sorry, it can not be done... Tintable paints come in several tint bases, the paler the colour the more white pigment is in the original tint base. Violet is a pale colour and therefore will have been mixed in a pastel tint base containing a large amount of white pigment. Dark red needs to be mixed in a dark of red base, depending on how dark you want it. No amount of red colourant will bring violet to the range of colour you desire.

Add more blue, then tint it with yellow to your desired colour.
Cobalt is used for paint and jewelry, because of its blueish tint.
Look in your local art store for the pen,and in Home Depot for the paint. if they don't have your exact colour they will tint it.
Steal with a green tint paint over it
I take a sample of the colour I want to my paint store and they tint it form for a small fee. The store I go to most has a colour computer and you put the sample under a lens and in a minute or two it comes up with tint requirements.
