Every state has different laws that applies to obtaining your license. Usually you either have to have 6 months prior to taking your road test or simply a set amount of hours driving to take it.
I don't know about New York but in Massachusetts you need 48 hours of driving and 6 months of having your permit before getting your license. Just make sure you know that once you are 18 you can take the test whenever you want but if you are under 18 that applies to you. (Assuming the laws for MA and NY are the same which I think they are.)
