A good spy book series is the alex rider series by Anthony Horowitz. the first book is called stormbreaker. There is little romance but there is more as the series of books go on.
Read The Gallagher Girls series. It is about a school for spy girls.

Yes, "Harriet the Spy" by Louise Fitzhugh is a classic spy book for pre-teens featuring a young amateur detective. "Encyclopedia Brown" series by Donald J. Sobol is also popular for its collection of mystery stories that encourage readers to solve puzzles. Both are engaging and suitable for pre-teen readers.

There's also the Alex Ride series by Anthony Horowitz
Some classics of course being Nancy Drew and the Hardy Boys
If you're looking for girly spy books the Gallagher Girls series by Ally Carter is another option
