Kinda-sorta.

The older you get, the harder you have to work to maintain your strength. But that's basically true starting from somewhere in the 20s, so there's nothing special about turning 60. It's been a gradual thing for decades.

Mainly it's about the old saying "use it or lose it". At 60 not many can be bothered to exercise any more, and this is the biggest reason for the loss of strength.
