Good question. I'm assuming that you are looking to make a fake cast for fun - not actually treat an injury. treating an injury incorrectly, without proper x-rays and expertise will result in permanent problems.
Making the cast should be easy. Just go to a hardware store, pick up some plaster of Paris, and follow the directions. It would probably work best of you get roller gauze form the pharmacy and run it through the plaster of Paris before wrapping it around the limb and letting it dry.
The tricky part will be getting back off. With real casts they wrap the limp with later of bandage to keep the plaster way from the skin. The real problem will be breaking the plaster. Medical saws used for this vibrate and so not cut skin. Do not use a regular saw as you will cut yourself. Using a hammer to break the plaster may result in the need for a genuine cast. I
I would suggest making it look real with thick layers of cloth bandage topped by a thin layer of plaster. You also could consider just using an ace bandage and painting it white.
