Only on vehicles which require a CDL to be driven. Recreational vehicles, rental trucks under 26,000 lbs. GWR, etc. do not require a CDL, unless they're either designed to carry more than 15 passengers (including the driver), or carrying hazardous materials in a quantity sufficient to require placarding.

I think in all states you do need a CDL with an Air Brake Endorsement to drive a truck with air brakes. It would probably mean that you would have to have a Class B also. I don't think there is any trucks made with air brakes that have a light enough gross rating that they wouldn't require a Class B to drive.
