Definitely. A 1.6 kW winch would probably be designed for 240 v AC but assuming there was one available to work on 12 v, it would draw about 150-200 amps on full load. One hour's use would need a battery of 200 Ah, so 4 or 5 car batteries in parallel would be needed to drive it.
Double the time will need double the batteries, etc.
