To my recollection, TABC DOES NOT require a Bartender to have a license, BUT does require ALL who serve Alcoholic Beverages to have certificate of completion for a state prescribed training course which is designed to teach one the Texas alcoholic beverage laws.
Although it is encouraged, there is no regulation mandating any type of training certificate or license to sell alcoholic beverages. Some establishments require employees to take the seller server training course to stay employed, because it benefits the establishment if/when an employee sells to a minor or an intoxicated individual.

There are some really good bar tending schools in NYC I would try the American Bar tending school. Also if you attend this school they are said to be really good with helping people find employment.
