Basically, Yes, you will need a class M License for a Scooter. Scooter is not a technical or legally binding term in Texas, but what we call 'Scooters' ARE in need of a Motorcycle License-because they are considered Motorcycles. The other type of vehicle is a Moped, which has to be under 50cc and go no faster than 30mph among other restrictions. Please see the TX DPS site, their FAQ can be really handy (number 6 specifically)

Because things called Scooters (Popular names Metro, Zuma, Ruckus, Elite, Etc) maybe 49cc or higher, these brands all travel far faster than 30 mph. The brands mentioned above usually run about 40-45mph for a 49-50cc engine, meaning they are not Mopeds on any level. On the above FAQ site you can see the official list of accepted Mopeds. If your vehicle is a Moped, remember you still have to get a Moped License. If you do not see your "Scooter" on the DPS list of Mopeds, you must have a Class M License to operate it and you must follow traffic rules as if you are in a car.
