That varies from state to state. Some states do not require testing, a license, registration or insurance on scooters that have engines of 50cc or less, will do 30mph or less, and no "external shifting device". Other states have more stringent laws, up to and including requiring them to adhere to the same requirements as a full-size Harley (or other motorcycle.) Check with your state's DOT for your requirements.
