A passport is needed to fly to Mexico, Canada, Central and South America, the Caribbean and Bermuda (as of Jan. 23, 2007).

Homeland Security issued a temporary ruling in June 2007 that allowed air travelers to fly as long as they carried proof that their passports were pending, but that allowance expired Sept. 30, 2007.

Land and Sea Travel:
Jan. 28, 2008: U.S. and Canadian citizens will need to present either 1) a WHTI-compliant document (e.g. a passport), OR 2) a government-issued photo ID (such as a driver's license), AND proof of citizenship (such as a birth certificate).
At some date in the summer of 2008, land and sea travel will require having either a U.S. passport; a U.S. passport card; a trusted traveler card such as NEXUS, FAST, or SENTRI; a valid Merchant Mariner Document (MMD) when traveling in conjunction with official maritime business; or a valid U.S. Military identification card when traveling on official orders.

only if you are flying to a different county. flying within the u.s. does not require one However, it is always good to have some form of photo ID with you when traveling as the TSA (Security) will always ask for it. Legally speaking, it could be argued that you do not need photo ID. In some cases if you travel without ID, TSA will subject you to further screening (pat down, bag search, etc). However, I find it easiest to just have a some form of it on me to avoid the hassle.

If your flying destination is to somewhere in your country, then no, you would not need a passport. You will only need a passport if you are leaving your country.
