It depends on the regulations in the national forest you are visiting. Some have established campsites in which you can camp, others have looser restrictions that allow for backcountry camping just about anywhere. Find out before you go at http://www.fs.fed.us/
I understand that you need a camping permit to stay overnight in most National and State parks. This is so that if you don't come out of the woods when you are supposed to they have an area where to start looking for the body, I mean to save you.

You can go primitive camping at the Wayne National Forest. However, there are rules you must follow to camp there. You must camp away from developed campgrounds. Your camping equipment must not block any developed trails or roads. If you have a campfire, you can only use downed wood; you can't cut it down from trees. You need to clean up your site before you leave (and make sure the fire is completely out!). And groups larger than 25 require a permit and must be scheduled early with the Forest Service.
