My advice is go see your council and advise them that you are changing the fence and get a permit,and it is also good that you asked your neighbour.

I would look at the whole sale suppliers and maybe local hardware stores for different prices on them. But you can go to a fence store which you put in. Or order one to be put in. IE home depot

Usually the posts go on the side of the fence of the person installing it. This is especially true if you build a wooden fence. If the post are on the neighbors side then their kids could be climbing up and down on the fence. I personally would want this. Good luck.
