Effective on July 1, 2014, voters in Virginia will be required to provide photo ID in order to Vote. Governor Bob McDonnell had signed into law in May of 2013 SB 1256 which eliminated all non-photo IDs. The same bill also requires the State Board of Elections to provide free photo IDs to voters.
Until the law goes into effect on July 1, 2014, the Virigina State Board of Elections accepts the following forms of identification for voters:

When both parties are holding a primary election, you will be asked which primary you want to vote in when you check in to vote with your photo ID."

I believe Illinois offers both photo, and non photo drivers licenses. The problem with opting for a drivers ID with no photo is that when ever you are asked to present your ID to show proof of age, it will be denied. You will need some sort of photo ID to prove your identity for legal, and recreational reasons.
