If your all on a well, you already have a Pump and a Pressure Tank. If you can't get that Pump to make 60 psi, there is something wrong with it and it will need a Serviceman to diagnose the problem. I suggest a Well Driller or Pump expert.

A pressure tank for a pump & well potable water system only has one connection. To connect the pump and tank to your house's water inlet, simply connect the tank and pump together with pressure rated pipe, SCH 40 PVC works fine. In that line, cut in a TEE fitting, and from that T, connect the house inlet with a valve to shut the water off.
You first need to check the tank air pressure. This is done at a nipple a bit like a bicycle tire nipple, usually near the top of the tank. check with an ordinary tire pressure gauge. -If less than 25psi, you need to re-charge the air. This is best done by a well technician (not a plumber) who understands the ways to charge different tanks. A well tech can also check the pressure switch, control box and pump from the surface. - Many problems can cause this, and if you have no knowledge of well systems the best way is to call a well tech. (some plumbers, but by no means all understand wells)

Attach a fuel pressure gauge at the throttle body on the top of the motor to determine fuel pressure. Gauge can be borrowed at auto zone and they can assist as well.
You will have an idea that you need a new oil pump if it no longer puts out adequate pressure to lubricate the engine bearings. Use an actual oil pressure gauge to check the oil pressure, the dash light is not a reliable gauge. Also make sure the oil filter is not choked with dirty oil and restricting pressure. The final determination if you need a new pump is to check the clearances in the pump itself. To check the clearances look in a manual such as a factory service manual, a Chilton manual or a Haynes manual. They should have helpful illustrations as well as the clearance specifications. You could also check the pressure relief valve, it might be plugged up with sludge
You just need to adjust the pressure switch on the pump to your desired pressure...typically around 50 psi. Sometimes the springs in the pressure switch get old, and just need tightening.

well if you have fuel and a new filter a good fuel pump relay and the wires going to the fuel pump have power and no fuel pressure you need a fuel pump
Your surge tank needs to be filled with air. There is a schraeder valve in the top of the tank that will allow you to hook a tire pump to it. Fill it with enough air to stop the hammering.
