In the state of Georgia all motor vehicles operated on the street. (aka vehicles requiring a licence plate) require a vehicle title. A ATV is not a registered vehicle. I have never seen a ATV with a title.

if vehicle is 1985 or older the Ga seller sould provide you with a bill of sale and a Ga registration card in the same name as the bill of sale take both of these to your tag office and they will issue you a tn title for that car if you have any trouble you can contact a Ga county tag agent and they should be able to help you
In Ga it is according to the year of the bike as to what procedure to use. They will title with a notarized statement of fact or a notarized Bill of sale for vehicles before 1974 for GA residents. for newer bikes there are states that will title for out of starters with a notarized Bill of sale or statement of fact, the bike needs to be 1992 or below. You need to contact a Statutory agent in the representing state. If the bike is 1993 or newer there are other states that will title the vehicle in your name with either a bond or a VIN verification form. Getnewtitle does these also. If you chose to go thru the abandon procedure in Ga there are specific kinds of abandon forms. abandon on Private property, abandon at Repair shop. Police tow. Each has it own process of public advertising and vehicle VIN check in a certain number of states. It might be a good idea to go to the locale police and have them run a NCIC check.
