If by one effect pedal, you're actually asking if one effect pedal will work for both regular and bass Guitars, the answer is yes, but.... there are effects that are made to work specifically with the lower bass range for a Bass Guitar- which wont be as effective when using with a regular guitar- and vice-versa. So, in general, yes you can use virtually any effect pedal, with any guitar/instrument... but the effect will be varied in intensity depending on what the effect was initially designed for.
