No, you don't if the gasket is rubber.
It sounds like you are installing a new faucet. If that is the case read the manufacturer's instructions. If you are re-installing an older faucet, using the plumbers putty doesn't hurt.
gaskets exist to eliminate the need for adhesive, you do not need to glue them

IMO, this is only a temporary emergency fix. It will not permanently fix the problem. You will need a new head gasket.
Carpet glue by its nature is extremely sticky as it is made to keep a rug from moving. If you need to get the glue off of a concrete floor you can use a floor grinder. You can also scrape it.
If there are no instructions with the kit, then do notuse glue.

You need to find the vacuum leak that is causing the high idle. You might have had a gasket slide out of place during install.
