No, fashion design is unregulated. In other words, anyone can set himself or herself up as a fashion designer and try his or luck. However, if you want to work for a fashion design house your employer may want evidence of your ability and/or qualifications.

If you want a license for fashion design it is almost certain the government of your choice will gladly grant you one just to have your willful surrender of your right to design fashionable things on the record. Licenses are privileges granted certain people the right to commit the privileged act denied to most. James Bond has a license to kill permitting him to kill with impunity while the rest of us are bound by decency and law and can not kill with impunity. The distillation of alcohol is an act that can bring a great amount of damage and harm to other people and as such a government is within their right to grant licensing of distillation of alcohol in an attempt to better control the damage done by drinking alcohol. The licensing of book sellers is another story, yet take not of the bookstores that proudly display notice they are licensed book sellers. Try selling roses on the boardwalk of Santa Monica pier and watch how quickly some gang member of the Santa Monica administrative agency known as a police officer will come up and demand to see your license to sell roses on the boardwalk. Don't tell this precocious gang member something like "No, stupid." as that will only make troubles for you but in all sincerity what possible jurisdiction could a non elected city custodian possess that would give him or her the legal authority to demand a rose seller produce some form of government granted permission to sell roses? The same question applies to fashion design. Do you need the governments permission to design fashionable items?
