No, if it has non Power Steering of course it can be driven, howere if it has power steering that is broken then it needs to be repaired/replaced. Can't/shouldn't drive a car with broken power steering.
AnswerWhen on a car trip from Michigan to Florida my power steering pump went out just before reaching my destination. The dealer in northern FLA wanted a nearly $500 for the fix, and since I was then employed as the sales manager at a Toyota dealer in Michigan, my service manager said he could do the job for around $200. I drove the car from FLA back to MI with no power steering pump. I wouldn't drive around forever with it that way, but at least it gives a bit of time to shop for the best deal.
