Because the eagle is the symbol of the United States. The June 1911 Official Handbook for Boys called it Wolf Scout but it was changed to Eagle Scout in the August 1911 edition. For more history, see the related link.
You can track your scout's progress by looking at their handbook. Towards the end of the handbook, there is a section with all of the requirements for each rank.
To become and eagle scout, you have to advance from tenderfoot, to second class, to first class, to star, to life, then finally to eagle; however, there is only seven requirments for the individual eagle rank. you need a total of twenty one merit badges to become eagle.
