The general rule is that your income must not be greater than 40 to 50 percent (determined by the local Housing Authority over that jurisdiction) of the average median income for that jurisdiction.

If your rent is a fair market rent in your area, and you are not making at least three times that rent amount by yourself, then you probably qualify for the Voucher.
