If you don't have much traffic to your website and no particular requirements for uptime, you can host it on pretty much anything, including laptops. Although it might be simpler to use one of the hosting companies that do it for a small fee.
Servers come into play when traffic increases and you want to be running 24/7/365, but then you would also want more bandwidth than what you get with a standard home broadband connection.
If you are making a personal website I wouldn't worry about it. You can always improve the hardware and bandwidth later if you feel the need for it.
