That depends on whether the basecoat is a solid colour or a metallic. Metallic basecoats are not sanded before applying clear. Sanding it will destroy its reflective properties and give it a patchy appearence. It must be applied evenly in three coats, followed by a final ''control coat'', where the gun is moved further away , and the speed of the passes is increased. When the basecoat is touch-dry (5-10 min.) wipe over it lightly with a tack-cloth to remove any loose metalflake particles, before the clear is applied.
Clearcoat is optional on a solid-colour basecoat, and if necessary, it may be allowed to dry overnight and sanded with 800-1200 grit before applying clearcoat.
Semi Metallic and "pearl coats" when properly applied should not need the "mist coat" and the clear should be applied as soon as the flash off time has passed. 5-10 minutes is usually not enough for "touch dry" unless it is in a climate controlled booth. And you do not want to add clear if the base coat IS touch dry. It will cause frosting or a glaze. Always read the instructions that come with the base coat and clear coats. If you want to sand before the clear coats, you need to wait at least 48 hours than put another wet coat of basecoe on before clear.
If you have done NOTHING at all to the clear, and the clear is totally dry, then yes you can sand it down and spray the clear back on top. CAUTION : USE Only very fine sand paper like......1000 grit to 1500 grit. DO NOT sand so far that you go down to the base color, Also try to use the same exact brand and mix of clear so they chemicaly match, If not use a High level quality clear at the very least. Plastering sand is find sand screened to suit the plaster coarse i.e. base coat or finish coat. For finish coat very fine sand is used. Sand for concrete is not sived if pebles are not present. Both sand shall be sweet sand, if from sea it has to be washed before use.
yes u can use clear coat on ur enamel paint but first u hav to put primer then paint coats two - three coats depending on the requirements and then apply the clear coat single or double as required and most important thing is drying time shud be given in between each coats.

you can put primer on scuffed surfaces. but really its a waste. if you scuff the paint with 320 grit sandpaper thats all you should need . unless you sand down to bare metal then you can hit it with primer
Use a straight enamel the wet sand it with 600 grit for hour and hours and hours and repeat for coat 2 clear coat can not be painted on with brush unless you a magic paint brush lol clear over clear does not work
If there is enough layers of clear coat let you can watersand it with 2000 grit sand paper then buff it out with rubbing compound then with some glaze made by 3m.
You can, it depends what you expect in terms of finish quality. You must also consider that there is not much difference in price when it comes to spraying paint and clear coat then clear coat only you still have to sand paint buff the only difference is maybe one or two hours clear coat needs to be removed to apply new clear coat, clear coat also take a great amount of work after drying to achieve oem finish. The answer is yes however having gone that far might as well refresh it unless you just find the clear does not suit your vehicle but that is unlikely.

Polyurethane. I used a clear gloss polyurethane spray can that I bought from Home Depot, and it worked pretty well. I put about 4 coats on it, and sanded in between each coat with a 1000 grit sand paper, except on the last coat.
