If you have done NOTHING at all to the clear, and the clear is totally dry, then yes you can sand it down and spray the clear back on top. CAUTION : USE Only very fine sand paper like......1000 grit to 1500 grit. DO NOT sand so far that you go down to the base color, Also try to use the same exact brand and mix of clear so they chemicaly match, If not use a High level quality clear at the very least.
