Yes, definitely. The conditioner not only keeps your water quality great, but it also dechlorinates the water, which is necessary for any fish to survive. If you are using distilled water, then you do not have to dechlorinate it, but if your water is from the tap or is chlorinated, then you must dechlorinate it. Also, a quick word of advice: Check to see if your conditioner also removes chloramine! Chloramine is toxic to fish, and some water conditioners do not remove it. Only purchase the best water conditioner.
When you put tap water in you need to buy water conditioner. Put the water in, then the water conditioner, and then they fish. You can buy water conditioner at most pet stores. you hve made a good choice already by buying a decent-sized tank for the betta. as for care, you will need gravel, an aquarium light, and most importantly a small powerfilter or other type of adequate filter. bettas are very hardy, but you still need to do water changes every few weeks and feed a specialized betta food. in a ten gallon tank, you have room for a couple tankmates for your betta. i would suggest a small school of rasboras or a couple small loaches. both of these species will most likely not provoke your betta and are native to the same areas as it.
so its not blowing at all anymore, as in no air at all? if tahts the case then how do you know its still cold. if it isn't blowing as well you may just need to change out your filter, just like in a house all cars(most)have a air conditioner filter. if its not blowing anymore at all it sounds like your compressor or your whole dam motor went out, take it to shop.
