You can take the ACT again and try for a better score. Or you go to a Community College and set a good record there and transfer later. A third choice is to find another college that doesn't require a 19.
Most universities do not require the ACT. Most just state that if you submit the ACT, the writing portion is required. In addition, typically with a good solid two semesters of community college coursework, the standardize testing is not that important of an issue (depending on the institution).

Chattanooga State Community College does not have a minimum ACT score. Students who score above 26 on the ACT will be placed at college level in all areas but scores under 19 in math and reading will be placed at a transitional level for further assessment.
