A substantial minority of Germans positively hated Jews. They were completely willing to inform on Jewish families and steal their possessions. No, Jews were not treated fairly. They were murdered for no reason, their property stolen or destroyed, imprisoned as slave labor.
After one of the concentration camps was liberated by American troops, the American commander went into the nearby city and marched the German civilians out to the camp and forced them to look at the horrors that the Germans had done and tolerated. Apparently even the Germans didn't think it had been fair; that night, the German mayor and his wife both committed suicide. This at least saved them from being tried by the Nuremberg War Crimes Tribunals.
